Critical Saudi Labour Compliance Guidelines
Essential administrative requirements enforced by HRSD, GOSI, and SAMA across all commercial establishments.
Electronic Contract Authentication via Qiwa (April 15, 2026 Rule)
From April 15, 2026, the updated Nitaqat methodology strictly counts Saudi employees towards Saudization ratios only if their contracts are digitally authenticated through the Qiwa platform. Ensure 100% contract documentation to avoid sudden rating drops.
Wage Protection System (WPS) & Mudad Compliance
Salaries must be paid electronically through Saudi banks or certified digital payroll accounts registered with Mudad. Employers must maintain at least an 80% payroll compliance score. Two consecutive months of non-compliance blocks work permit renewals and government visas.
GOSI Social Insurance & Saned Contributions
Monthly GOSI contributions must be settled by the 15th of each calendar month. For Saudi nationals, mandatory contributions total 21.5% (9% employer pension + 9% employee pension + 0.75% employer Saned + 0.75% employee Saned + 2% occupational hazard). For expatriates, the employer contributes 2% for occupational hazards.
Working Hours & Ramadan Regulations
Standard working hours are capped at 8 hours per day or 48 hours per week (Article 98). During the Holy Month of Ramadan, actual working hours for Muslim employees must not exceed 6 hours per day or 36 hours per week. Overtime hours must be compensated at actual wage plus 50% (Article 107).
